TrumpCare and the Senate – Where are we?
After the recess, TrumpCare is losing steam. So, how might this go? One way that some Repubs, including Ted Cruz, have advocated for is repeal without replacing the ACA. This would be dumb. This article sums up why. Another way it could go, is not repealing the ACA at all and focusing on fixing it. Mitch McConnell has mentioned this a number of times now–including a few days ago. This would require working with the Democrats. Keep up the pressure!
In Congress This Week:
House – Votes Tues-Fri. Tuesday – Mostly ok land use bills. Wed-Friday – Vote on HR 23 (Terrible CA water bill, see below. Defense authorization funding. View full schedule here.
Senate – Taking away health care from 10-23 million Americans or working with the Dems to fix the American health care system? It’s not rocket science which direction would be better for everyone. Wake up, GOP.

In the News: After Issa lost the battle with the City of Vista to deny constituents their right to protest in front of his office, he posted a photo of himself shaking hands with his constituents (all two of them) during the 4th of July parade in Oceanside. Did you shake hands with the many constituents who were there to protest your deception and arrogance? Your new tactic is ignoring us. But we see you–loud and clear.
Highlights of Congressional Legislation:
HR 23 Gaining “Responsibility” on Water Act – CALIFORNIANS PAY ATTENTION! For many years, the federal government has deferred to state law when it comes to our water system in California. This bill would not only put the federal government in charge of our water system, it would not allow the Endangered Species Act to apply to CA’s water system. This from the GOP who claim to be pro-states’ rights. Also, it would exempt our water delivery systems from the public trust doctrine–a cornerstone of California environmental and water law. Water is a very complex issue in CA. Feds stay out! ISSA IS A COSPONSOR. VOTE COMING UP!
HR 175/S 106 ObamaCare Repeal Act – Bills to repeal not replace the ACA. Bills could get revived!
HR 3053 Nuclear Waste Policy Amendments Act – Currently, the federal government is responsible for all nuclear waste. This bill would allow the gov’t to hire private companies to manage nuclear waste. Also, hunting and grazing would be allowed in many places where waste is stored and no local or state government could enforce an air quality permit at a nuclear waste site. PASSED HOUSE. ONTO SENATE.
S 1456 A bill to provide that human life shall be deemed to begin with fertilization.
S 1505 A bill to provide that gun silencers be treated as firearm accessories.
HR 1215 Protecting Access to Care Act – regulates medical claims. Very good summary here that shows how Dems might be standing in the way of health care costs going down. PASSED HOUSE. ON TO SENATE.
Recommended Action: Call Issa Monday or Tuesday and let him know that you oppose HR 23 and while you are not surprised that he is supporting the degradation of our environment, you are surprised that a supposed Republican would go what his party stands for and advocate for federal over state power. (Or whatever choice words you want to put together. :)
